Mike ANDREWS
Dr. Andrews is the co-owner of Complete Accident Reconstruction Service (CARS). Dr. Andrews is a physicist (Ph.D, 1987, North Texas State Univ.) and computer scientist that came to accident reconstruction through his background in scientific software development and computer modeling.
He began his work in accident reconstruction in 1987. He has taught several courses related to accident reconstruction through Texas A&M University and United Transportation Technology. He has also taught Astronomy and Physics at several local colleges.
Dr. Andrews has been a Member of Texas Association of Accident Reconstruction Specialists (TAARS) since 1995 and has served as Director, President, and Treasurer. He is regularly involved in meeting organization, testing, and makes occasional presentations.
BRIAN ANDREWS
Brian is the co-owner of CARS, a physicist and graduate engineer with bachelor’s degrees in physics and engineering physics, from Tarleton State University (2013-2014). He began working in the accident reconstruction field in 2011. Since that time he has provided expert opinions in hundreds of cases for both plaintiffs and defendants as well as insurance companies, fleet operations and transportation manufacturers. He has also provided opinions in criminal matters on behalf of both prosecutors and defendants. He has been qualified as an expert in local, state and federal courts in both civil and criminal cases.
He currently serves as the Vice President of the Texas Association of Accident Reconstruction Specialist (TAARS) and is an active member of National Association of Professional Accident Reconstruction Specialists (NAPARS). He is fully accredited by The Accreditation Committee for Traffic Accident Reconstruction (ACTAR) and teaches courses involving accident investigation, accident reconstruction and Heavy Vehicle Event Data Recorder (HVEDR) to law enforcement across the state of Texas. Since 2011, he has participated in over 40 conferences and training courses in the field of accident reconstruction including Human Factors, EDR analyst, Motorcycle Reconstruction, Commercial Motor Vehicle Investigation/Reconstruction, HVEDR analysis, and much more.

Michael “Chris” Andrews is an alumnus of Tarleton State University where he graduated Gamma Theta Upsilon with a bachelor’s degree in Geographic Information Systems. He began working in the accident reconstruction field in 2013. Since that time, he has provided expert opinions in multitudes of cases for both plaintiffs and defendants as well as insurance companies, fleet operations and transportation manufacturers.

Currently, Chris serves as an active member of the Texas Association of Accident Reconstruction Specialist (TAARS) and is a member of National Association of Professional Accident Reconstruction Specialists (NAPARS). Since 2015, he has participated in over 20 conferences and training courses in the field of accident reconstruction including Scientific Collision Reconstruction, EDR technician and analyst, Commercial Motor Vehicle Investigation/Reconstruction, Advanced Commercial Vehicle Systems, and much more.
Michael Herring
Michael is an investigator and reconstructionist for CARS. He was a State Trooper in the Texas Highway Patrol from 2014 to 2023 and served at many duty stations including Odessa, Pecos, McKinney, and the Dallas North Tollway. During his career he personally investigated over 500 crashes on Texas roadways and assisted with countless more. His investigations and assists spanned from simple fender benders all the way up to Intoxication Manslaughter and Murder. He has testified in both local and state courts. He served on the District Crash Team both in Dallas and Odessa. Michael was trained as a department recognized crash reconstructionist, receiving over 560 hours of training while with the state.
Michael helped train and mentor other members of his department as both a Field Training Officer and Highway Patrol Sergeant. He developed a specialty for utilizing laser scanning to document crash scenes and was even sent to Florida to become an instructor on the FARO Focus laser scanning platform. In 2023 he decided to leave the department to spend more time with his family and began training Law Enforcement Agencies for FARO Technologies. Today he focuses on his work for CARS, while still maintaining a training relationship with FARO and consulting with other Law Enforcement Agencies directly on laser scanning.
His training relating to the field includes crash investigation and reconstruction, advanced reconstruction, CDR/EDR technician and analysis, CRUSH analysis, Advanced Driver Assistance systems, forensic photography, Heavy Vehicle EDR, video analysis, animations, and laser scanning.
Jeffrey Shinn

Jeff is a retired Texas State Trooper and graduate mechanical engineer with nearly two decades of experience in accident investigation and reconstruction. He graduated from the Texas Department of Public Safety Law Enforcement Academy in 2003 and worked as a State Trooper in the Texas Highway Patrol. During his career with DPS, Jeff investigated thousands of major and minor accidents. Having attended all levels of DPS crash investigation courses, Jeff became a member of the District 1C Accident Reconstruction Team in 2010. The team covered a 10-county area of North Texas. He has testified in numerous criminal trials involving charges of criminally negligent homicide, intoxication manslaughter, and murder. Jeff also taught accident reconstruction courses at the Texas DPS Academy for 10 years instructing more than 3000 State Troopers.
After retiring from the Texas Department of Public Safety, Jeff attended Tarleton State University graduating with a bachelor's degree in mechanical engineering in 2024. Jeff began working for CARS Inc. in December 2024. Jeff is a member of the American Society of Mechanical Engineers (ASME) and the Society of Automotive Engineers (SAE).
